“7.23动车雷击事故”牵动全国人民的心,民众表现出的团结友爱精神,令人欣慰。

    事故发生后,有几位“专家”通过媒体否认信号电路发生故障的可能性,违背了事实。调查表明,雷击使信号机本应显示为红灯而错误显示为绿灯。显然,信号设备在设计上存在严重缺陷。这个调查意见与我们十几年实践经验估计的完全一致。其实,何止高铁控制信号电路设计存在严重缺陷,全国智能控制电路故障比比皆是,致使工业自动化、信息化处于“带病工作状态”,只是后果没有这么严重罢了。许多科技人员误认为安装了避雷针(线)、防雷器就可以防雷了。例如,在移动电源插座内加装压敏电阻,就认为具有防雷功能了。“7.23雷击事故”是我国防雷技术普遍存在的严重隐患的典型暴露。我们应该抓住这次事故,在全国消灭防雷隐患,使信息化走上健康发展的道路。坏事可以变好事,39条人命才不白掉。
    雷电破坏作用包含三层内容,直击雷、感应雷、雷电感应干扰。相应的防雷措施包含三级。第一级避雷针(线),防止直击雷毁坏建筑物;第二级防雷器,防止感应雷破坏电气设备;第三级设备防雷,防止雷电感应干扰电子设备。第一、二级防雷,大家都熟悉;而第三级防雷,鲜为人知。第三级设备防雷,防止雷电感应干扰,是新的技术领域,叫“电磁兼容”。
    有专家说,控制信号电路与牵引动力电路不是同一个电源供电的,而是分别由二个不同电源供电。因此牵引动力电路受雷击,不会殃及信号电路。其实不然。它们共用同一个地线。公共地线可以将牵引动力电路上的雷电感应干扰传染给控制信号电路,致使信号机显示错误。根据我们的经验,此类错误常常是设计人员采用滤波器造成的,把滤波器的地线、控制信号电路的地线,牵引动力地线连接在一起,构成“公共地线”,互相传染电磁干扰。我们简单计算一下,就明白其中的奥妙。
例如,牵引动力电路的接地电阻Rd=10Ω,雷击电流Id=1 000A,则雷击使地线电压降Vd=Rd×Id=10Ω×1 000A=10 000V。计算表明,雷击使公共地线的电位Ud由0突然上升到1万伏,地线已经变成“强干扰源”了。
控制信号电路以地线电位Ud为基准,基准电位突然快速升高1万伏,控制信号电路中的微电脑受到雷电感应干扰而“发疯”,从而发生误复位停机、死机、数据错乱、通讯失败、操作失灵,甚至电脑击穿等故障。
